Delivery Platform Partner Company Cooperation Council, 9th Meeting Held(2024. 10. 30)

The 9th meeting of the "Delivery Platform-Partner Company Cooperation Council" (hereinafter referred to as the "Cooperation Council," chaired by Professor Lee Jeong-hee) was held on October 30 (Wednesday) at 2:30 PM.

◈ Discussion Topics (4 Requests from Partner Companies) ➊ Preparation of measures to alleviate burdens on partner companies, such as commissions ➋ Indication of partner company burden items (commission and delivery fees) on consumer receipts ➌ Changes to membership benefit terms offered by delivery platforms ➍ Sharing of delivery driver location information.

 

Reflecting on the results from the previous meeting, the delivery platforms proposed additional cooperative measures regarding the four requests made by the partner companies. They listened to the partner companies' positions on these proposals, and if discussions became stalled, public interest representatives facilitated mediation.

 

As a result of today’s discussion, a consensus on the direction was reached for items ➋ through ➌, excluding item ➊ (preparing measures to alleviate burdens on partner companies).

 

Firstly, regarding ➋ the indication of partner company burden items (commission and delivery fees) on consumer receipts, it was agreed to display these burden items as an information notice.

  • Sample Notice Text: “This establishment pays intermediary commission fees (%), payment processing fees (%), and delivery fees (** won) as service usage fees.”

Next, concerning ➌ changes to membership benefit terms, both Baemin and Coupang Eats agreed to cease the current operation of membership benefit terms in principle. However, if they do not wish to immediately suspend these benefits, they committed to modifying the operational terms for delivery app membership benefits according to the findings of the Fair Trade Commission. Coupang Eats stated that they are open to modifying or supplementing the current membership benefit terms, and public interest representatives requested that they present detailed plans on this at the next meeting.

 

Regarding ➍ sharing delivery driver location information with partner companies, there was consensus on the need to consider △concerns about revealing customer addresses and △opposition from delivery driver unions (such as Rider Union and Delivery Platform Workers’ Union). Thus, delivery platforms agreed to provide driver location information only for the section from the driver’s acceptance of the order to the pickup point, following necessary procedures such as terms of service modifications and obtaining driver consent.

 

Meanwhile, concerning ➊ preparation of measures to alleviate burdens on partner companies (such as commission fees), Baemin and Coupang Eats will prepare another cooperation plan by referencing public interest representatives’ opinions and continue discussions at the next meeting.

 

The next meeting is scheduled for Monday, November 4.
