The Fair Trade Commission (Chairman Han Ki-jung) decided to impose a total of 1.025 billion won in fines along with a correction order for 13 soundproof dust manufacturers and suppliers to fix 136 soundproof dust purchase and construction bids ordered by 32 domestic construction companies from December 2015 to February 2021.

When the bid was announced, the 13 companies decided on the prospective successful bidder in consideration of the efforts to win orders for the client before bidding, and if an agreement was not reached, they used "ladder climbing." After that, when the prospective successful bidder informed the other bidding participants (bridesmaids) of the price to bid, the bridesmaids executed the agreement by bidding at that amount or higher.

This measure is the first case of detecting and sanctioning bid rigging in the purchase and construction market of soundproof dustproof materials. It is meaningful to promote competition in related markets and eliminate factors that increase construction costs for private construction companies by detecting and sanctioning long-term collusion in the field of raw materials and intermediate goods that reduce the competitiveness of the industry.

In the future, the FTC plans to strengthen monitoring of collusion, which hinders market competition and weakens industrial competitiveness, and strictly sanction if caught.
