5th Meeting of the Delivery Platform-Merchant Win-Win Cooperation Council Held(2024.9.24)

The 5th meeting of the Delivery Platform-Merchant Win-Win Cooperation Council (hereinafter referred to as the “Council”) was held on Tuesday, September 24th, at 2:30 PM.

At today's meeting, concrete discussions were held on the following topics:

  • the current status of payment fees,
  • measures to improve transparency concerning fees and advertising costs,
  • sharing customer information and order data, and
  • creating participation incentives.

First, discussions were held regarding payment-related fees. According to the responses from delivery platform companies, most of them charge between 1.5% and 3.0% for card payments, and 3% for simple payments such as account registration payments and prepaid methods. There appeared to be no significant differences between companies.

In addition, opinions from platform companies were heard regarding transparency improvement measures for fees and advertising costs, as well as the sharing of customer information and order data, which were previously discussed in the 3rd meeting. Meaningful discussions took place on reasonable improvement plans, particularly focusing on the data-sharing requests made by merchants in the previous meetings, along with the platforms’ responses.

Furthermore, there was an exchange of various opinions among participants on the need to create incentives to encourage the voluntary participation of platform companies in win-win cooperation activities.

In the next 6th meeting, the council plans to summarize the topics discussed so far, including fees, to facilitate negotiations between delivery platforms and merchants. For unresolved matters, public interest representatives will present mediation proposals to help reach agreements. The government also plans to actively support the council's smooth operation, aiming for desirable outcomes by October.
