Revision of the Enforcement Rules of the Consumer Life Cooperative Act

- Finding complex forms from the establishment of a life cooperative to liquidation, and resolving them by revising the enforcement regulations -

The Fair Trade Commission (Chairman Han Ki jung, hereinafter referred to as the "Fair Trade Commission") amended the "Enforcement Rules of the Consumer Life Cooperatives Act" (hereinafter referred to as the "Enforcement Rules of the Cooperatives Act") to prepare forms and procedures necessary for various reports or applications for approval by the Consumer Life Cooperatives, the Federation, and the National Federation (hereinafter referred to as the "Combined Union, etc.") and will take effect today from January 4, 2024.

In this revision of the Enforcement Rules of the Cooperative Act, the attached documents (business plan, executive list, and establishment consent list) required for the establishment of a union, etc. and the attached documents (union list, business plan) required for the establishment of additional medical institutions were added, and the necessary forms and procedures were prepared for the application for approval of changes in the articles of incorporation, dissolution and liquidation.

Until now, only the form of the application for establishment approval of the association, the application for additional opening of medical institutions, and the form of the report on the supply of non-union members and non-members were stipulated in the enforcement regulations, and the regulations on the form of attached documents such as business plans and lists or other applications and reports were insufficient, making it inconvenient to contact each local government individually to check.

However, the revision of the enforcement regulations is expected to reduce practical confusion and efficiently and systematically establish and operate unions by unifying and collecting the forms of various attached documents and applications and reports in one place. In addition, the practical procedure for the Si/Do governor to check the certificate of corporate registration when the union, etc., reports the dissolution and termination of liquidation.

In the future, the FTC plans to continue its efforts to ensure that consumer life cooperatives develop soundly by rationally overhauling systems related to the operation of unions and others.
